Highlights:
Since the last project update the contractor, Black Castle, has completed the following on Package 2:
- Orange/Mykawa LS conducted load test on Friday (10.30.2020).
- On November 5, City Staff and Black Castle along with the electrical subcontractor held a start-up meeting for the Control Panels at the Orange and Scott Lift Stations.
- On November 23 City Staff and Black Castle held another field meeting to go over the punch list items from the start-up meeting. These items were addressed and resolved.
- On November 30 Nerie Construction made their connection from Package 2 to Package 3.
- The project is substantially completed as of December 9.
- As of December 16, 2020 the Orange/Mykawa LS has been deenergized by Centerpoint Energy.
- The old Scott/Mykawa LS was demolished on December 7.
Upcoming Work Items:
- The project is substantially completed, since both Lift Stations are now up ad running.
- The old Shank/Mykawa lift station gravity line will need to be connected to the new system in order to disconnect the lift station.

Highlights:
Since the last project update the contractor, Black Castle, has completed the following on Package 2:
- Finished modifying the staircase and railings on the Scott/Mykawa Lift Station. This will provide a safe walkway up the elevated platform without the Control Panel blocking the passageway.
- Drainage Swale was completed on Scott Lane.
- Continued grass seeding on Orange Street.
- Removed pipe plugs in influent lines in order to receive water on the lift station.
- Installed power poles for the transformers on Orange Street and Scott Lane.
- Power inspection was completed on September 25, 2020 for the Orange/Mykawa Lift Station.
- City has submitted request for a Move-In Order to provide power to the Orange/Mykawa Lift Station.
- Electrical service rack was delivered on September 28, 2020 for the Scott/Mykawa LS.
- Change Order #3 was created to add additional days to the original contract due to weather, Service Rack color confirmation for the Scott Street Lift Station, and permit activation for Centerpoint.
Upcoming Work Items:
- The start-up and check out will begin once power is connected at the Orange/Mykawa Lift Station.
- A final connection manhole at an abandoned lift station is being reconfigured due to the close proximity of other utilities near the work. The work will not impact the overall project progress and any cost implications will be evaluated as the work is progressing.
- Black Castle schedule for substantial completion is late October or early November depending on power being provided by Centerpoint to the Orange/Mykawa Lift Stations.

Highlights:
Package 1 - Since the last Project Update the contractor, Nerie Construction, has completed the following:
- Consent of Surety received on June 15, 2020.
- Received Package 1 As Built's from Nerie Construction on June 4, 2020.
- Record Drawings were received from the 5 Engineering on June 4, 2020.
Nerie Construction has successfully completed Package 1 with no change orders. After the balancing change order is approved this contract will have been completed under the original contract amount.
Package 2 - Since the last Project Update the contractor, Black Castle, has completed the following:
- Orange/Mykawa Lift Station site - driveway, bollards, fencing is complete.
- Placed discharged brackets and finished welding.
- Nerie has placed 80% of the manholes from Scott Lift Station going south on Mykawa Road.
Package 3 - Since the last Project Update the contractor, Nerie Construction, has completed the following:
- The substantial completion walk-through was conducted on June 3, 2020. The following items were on the punch list:
- STA 22+06.80 - MH 08 - Sewper Coat to QA/QC, cleam out mud, touch up on walls, and inflow cap.
- STA 4+60 - AVRV MH - Raise rim elevation up 1 foot.
- STA 8+80 AVRV MH - Change out lid and regrout joints - item still needed to be completed.
- All substantial completion punch list items were completed on July 1, 2020.
- The final completion walk-through was conducted on July 8, 2020. All items from the substantial completion walk-through were completed except for one item above.
- STA 8+80 AVRV MH needed the lid changed out and joints regrouted. It was completed on July 9, 2020 by Nerie Construction.
- As Built Drawings have been submitted to 5Engineering for incorporation.
- Nerie Construction has successfully completed Package 3 with no change orders.
Upcoming Work Items:
Package 2 - In the upcoming weeks, Black Castle will:
- Working on relocating the staircase at Scott/Mykawa lift station design in order to provide a safe walkway up the elevated platform without the Control Panel blocking the passageway.
- Place the last manholes:
- Partial demolition of the Scott/Mykawa Lift Station will continue until late August.
- Trailer will be removed on July 22.
Package 3 - In the next coming weeks, Nerie Construction will:
- The only remaining item for Package 3 is the record drawings from 5Engineering.

Highlights:
Package 1 - Since the last Project Update the contractor, Nerie Construction, has completed the following:
- Contractor installed all manholes.
- Replaced all sidewalks.
- Site restoration has been completed.
- New fence replacement at 2203 Hatfield completed.
- Post TV'd with inclinometer (12" and 18") has been completed.
- Vegetation has been established throughout site.
Nerie Construction had their substantial completion walk-through on February 6, 2020 and their Final Completion 30 days after that on April 1, 2020 and all punch list items have been completed.
Package 2 - Since the last Project Updates the contractor, Black Castle, as completed the following:
- Contractor installed 450 feet of new 12" PVC gravity sewer from MH A6 to MH A7.
- Installed the following manholes:
- MH A6 (STA 7+17.89)
- MH A5 (STA 8+00)
- MH A7 (STA 11+50)
- Generators and handrails were installed at both Lift Stations.
- The above ground discharge piping has been installed on Orange and Scott lift station sites.
- Continued the installation of 12" gravity line that runs between Orange/Mykawa Lift Station site and Scott/Mykawa Lift Station site.
- Placed pumps in both Lift Stations on Orange Street and Scott.
- Stainless steel guide rails and cables have been installed in both Lift Stations.
- Excavated and prepped to install MH A8.
- Pre-Tv existing gravity sewer line between existing Orange/Mykawa and Scott/Mykawa Lift Station sites for locating existing sanitary sewer connections.
Package 3 - Since the last Project Update the contractor, Nerie Construction, has completed the following:
- Installed sidewalk at Orange and Mykawa.
- Received and coated the casing pipe in agreement with the railroad company.
- Hydrostatic test on Orange side is complete.
- Dry bore for force main has been completed under railroad tracks.
Upcoming Work Items:
Package 1 - The contractor, Nerie Construction, will begin working on preparation of As Built's.
Package 2 - In the upcoming weeks, Black Castle will:
- Install the manhole inverts at both locations (Scott and Orange)
- Start forming and pouring lift station driveway for the Orange/Mykawa Lift Station site
Package 3 - In the next coming weeks. Nerie Construction will:
- Package 3 will be substantially completed after the last air release manhole located on the East side of the railroad is installed.

Please note that this project was repackaged into 3 distinct types of construction projects to encourage bidder participation. The packages and respective scopes as follow:
- Package 1 - Pipe Bursting: Hatfield Road to Orange Street
- Package 2 - Lift Stations and Mykawa Road Gravity Sewer. (This package also includes abandoning all gravity sewer mains along with the decommissioning of 3 existing lift stations along Mykawa Road)
- Package 3 - Force mains: Orange Street and Scott Street
Highlights:
Package 1 - Since the last Project Update the contractor, Nerie Construction, has completed the following:
- Contractor installed the remaining manhole at the intersection of Woody Street and West Orange Street.
- Site restoration is ongoing.
- Inner lining of existing sanitary sewer manholes has been coated with Sewper Coat.
- Completed CCTV inspection of existing sanitary sewer line along W. Orange Street and Hatfield Road.
- Cast iron frame and covers have been placed on all sewer clean-outs as specified in the City's construction details.
Nerie Construction officially submitted their letter of substantial completion dated February 3, 2020 for Package 1, approximately 20 days ahead of schedule.
Package 2 - Since the last Project Update the contractor, Black Castle, has completed the following:
- Received wet well risers for both proposed Orange-Mykawa and Scott-Mykawa Lift Sations.
- Implemented dewatering methods around both Lift Station locations due to shallow water tables.
- Constructed and installed the Orange-Mykawa Lift Station and the Scott-Mykawa Lift Station - wet well via Caisson-Method. Once the wet well was set at its permanent elevation, the contractor placed a seal-slab at the foundation to ensure that the inside of the well's surface remains dry and allows form work to take place for the proposed 2' wet well floor for both lift station bottoms.
- Black Castle's boring Sub, Nerie Construction, started boring preparations which consist excavating 2 pits, a sending pit and receiving pit at the intersection of Orange Street and Mykawa Road.
Enterprise Pipeline representatives suggested that the City adjust the vertical elevation of the proposed 12" sanitary sewer up and allow the Enterprise pipeline to remain under the City's sanitary sewer line.
Implementing this adjustment will not allow the City's sanitary sewer run to be shallower by approximately 9' to 10' depths on the downstream of the system and will also be a potential cost savings to the City of up to $90,000.00 while serving the same amount of area.
Package 3 - Since the last Project Update the contractor, Nerie Construction, has completed the following:
- Directional bored approximately 5,000 LF of 8" sanitary sewer force main at the following locations:
- Woody Street to Mykawa Intersection, along W. Orange Street
- SH35 to Scott Road (with the exception of the BNSF railroad crossing)
- Completed the proposed 200 LF jack and bore under the Orange-Mykawa Intersection.
- Installed 2 - 5-foot air release valve manholes.
During preparation of the proposed bore going under the BNSF Railroad, the railroad representative noted that the material on the approved permit issued by BNSF was different than what was noted on the construction drawings. This omission resulted in the contractor to be shut down until revisions to the permit are resubmitted and approved.
Upcoming Work Items:
Package 1 - Once the substantial walk-through takes place on February 12, 2020, the project will only begin to focus on closing the project and finish up any punch list items noted on the walk-throuhg.
Package 2 - In the upcoming weeks, Black Castle's sub-contractor, Nerie Construction, will continue to bore the proposed 12" sanitary sewer line from the Orange-Mykawa Lift Station, north towards Hickory Slough.
Black Castle will continue to work on building out the inside of both lift stations which includes the following:
- Complete form work for the 2' thick foundation floor
- Install the concrete fillets as shown in the construction details
Package 3 - Completion of Package 3 construction is dependent on the approval of the BNSF permit. Once the City has received the permit, the contractor will complete the bore under the railroad easement and afterwards will officially submit for substantial completion.
