Ron Fraser joined the City Manager’s Office as Assistant City Manager in October 2020. Fraser has made important contributions in development and leadership throughout three decades of dedication to the City of Pearland. As Assistant City Manager he will continue to support Public Safety through coordination of the Police and Fire Departments, Office of Emergency Management, Pearland Municipal Court, and the City Secretary’s Office.
Fraser joined the City of Pearland as a Police Officer in February 1991. He served in the Patrol Division, being promoted to Sergeant in 1992 and Lieutenant in 1996. During this time, he supervised the Evening Shift and served as a Crisis Negotiator for the Combined Agency Response Team. In 1998 was promoted to Captain and was assigned as Patrol Division Commander, where he proposed the Motorcycle Solo Unit for neighborhood traffic enforcement and staffing the Commercial Vehicle Enforcement Unit.
In 2001 he was assigned as Criminal Investigations Division Commander fostering the department’s involvement in the Internet Crimes Against Children Task Force and formalizing Sex Offender Registration Audits. In 2005 he completed the Bill Blackwood Law Enforcement Management Institute Leadership Command College broadening his understanding of leadership roles in law enforcement agencies.
From 2009 to 2010 Fraser worked on the development of the current Public Safety Building, which houses the Police Department and Municipal Court. The 78,000 square foot facility was designed to serve the needs of these departments and boasted successful radio systems, computer systems, records, and evidence migrations from the old facility.
In 2015 Fraser took command of the Support Services Division, managing Communications, Jail, Records and Animal Services. This assignment included development and administration of the Police Department’s $27M General Fund Budget as well as administration of special fund budgets.
In 2016 Police Chief Johnny Spires appointed Fraser to the Assistant Chief of Police over the Operations Bureau where he was instrumental in the expansion of the DDACTS Unit and served as one of the Operations Commander during the Hurricane Harvey response. His commitment to the Incident Command System and Emergency Management were further demonstrated with his participation in the COVID-19 Response Team as a member of the Unified Command structure.
