Career Accomplishments
On October 23, 2023 Victor Brownlees joined the City of Pearland as the Assistant City Manager. Victor's exceptional qualifications and dedication to public service demonstrated exceptional leadership, driving growth and fiscal stewardship.
Originally from the United Kingdom, Victor's experience as a public servant spans beyond borders, including England, Northern Ireland and the British Channel Islands as well as Missouri and Texas in the United States.
Career highlights include being appointed as the City of Baytown's first Chief Growth Officer to provide executive leadership to the City's ambitious agenda for economic growth - including being responsible for the City's transformative mixed-use development project; spearheading the development and negotiation of a 35-year landmark agreement with ExxonMobil yielding well over $800M in revenues, including a $75M capital contribution towards a major development; and being responsible for all major inward investment negotiations including several projects with a potential investment value in excess of $4B. As Director of Finance for the City of Baytown Victor led the development and implementation of three annual budgets delivering annual tax rate reductions and culminating in a 3.5 cent cut to the property tax rate in FY23 - the highest in the City's history.
While in Cape Girardeau, Missouri, Victor led the development to restore the iconic Common Pleas Courthouse transforming it into the new home for municipal government and securing the project's $12M funding.
In his role as Chief Executive Officer for the States of Alderney (a self-governing British Crown Dependency off the coast of Normandy, France) Victor led on the renegotiation of the historic post-WW2 agreement between the United Kingdom Government, the States of Guernsey and the States of Alderney. This guarantees the continued provision of responsive public services to the Alderney people, including support to local officials in securing inward investment to the islands' economy.
In previous Chief Executive/City Manager roles Victor has:
- led an award-winning organizational transformation program for a combined City/County/School District with 6,500 employees serving a population of 170,000 - yielding budget savings of 20% while increasing both employee and citizen satisfaction
- led a $300M city center re-development scheme using a public/private partnership
- piloted the introduction of community-based planning and development to a community of 60,000, which resulted in significant investments in local infrastructure with millions in external grant funding and a renewed public confidence in local institutions
Victor is credited also with developing the governance framework for local government in Northern Ireland, covering the entire population of 1.8M. Appointed by the UK Government, Victor was responsible for consulting with all local political parties in the development and codification of this framework, the proposals of which were translated into statute and remain the legal framework for the operation of all 11 Northern Irish local Councils.
