Willowcrest Subdivision Drainage Improvements
Project Overview
About. Several homes in this Willowcrest Subdivision-- bounded by Cherry Street, Woody Road, W. Plum Stress and Mykawa Road-- have a history of repetitive loss in spite of its location outside of the FEMA mapped flood hazard zone. The Harvey Drainage Assessment Report found that a majority of flooding problems are a result of undersized inlets and storm sewer system throughout the subdivision. As such, this project will provide drainage improvements, primarily by upsizing the storm sewer system to meet current engineering design manual standards.
Scope. Drainage improvements and street reconstruction for the subdivision will require removal/replacement of curb inlets and storm sewer system, as well as replace portions of the sewer system in conflict with new storm lines. The project limits will be confined to the existing Right of Way (ROW) utility easements and remove storm drain lines that traverse through side lots.
This was an area identified in the Harvey Drainage Assessment Report as a local drainage improvement project.

Highlights:
The Design contract was awarded to Cobb Fendley in August of 2019. The Construction contract was awarded to Tandem Construction in December of 2021. The Notice to Proceed was issued January 25, 2022. Tandem Construction is currently working on Plum Street, North Street, and Cunningham Street.
- The detention pond at the corner of Mykawa Road and Orange Street was completed April 13, 2022.
- 29 of the 30 waterline offsets in the Willowcrest project have been completed.
- The installation of the new storm lines on Woody Road, Cedar Street, Willow Blvd, Rose Street, Plum Street, Lynn Street, Cherry Street and Elm Street have been completed.
- Paving, driveways, sidewalks, and sod have been installed On Cedar Street, Willow Blvd, Elm Street, Rose Steet, Lynn Drive, Cherry Street, and the West half of Plum Street.
- Concrete paving has been placed on the east lane of North Street and on the south side of Plum Street. Lime has been placed on the north side of Plum Street, and will be paved soon, weather permitting.
- Tandem is continuing the rehabilitation of the sanitary manholes at various locations, and the installation of new lines utilizing pipe bursting to minimize the impact on the residents.
- The City continues to work with residents to alleviate issues and mitigate inconveniences caused by the ongoing construction.
Upcoming Work Items:
- Tandem will place concrete for paving, sidewalks, and driveways on North Street and Plum Street.
- Tandem plans to place concrete for the intersections of Plum and Cedar, and Plum and Willow.
- Tandem intends to install the remaining waterline offset at Willow Blvd and Plum Street.
- Tandem will continue to install the new storm lines on Cunningham Street.
- Tandem plans to begin installation of the new storm lines on the southern half of Francis Street in April 2023.
February

The north section of the storm lines on Lynn Drive have been installed and the new storm lines west of North Street on Plum Street have been installed. The storm boxes along Cherry Street have been installed from Mykawa Road to Willow Blvd. Tandem is continuing placement of the new storm lines on Cherry Street from Willow Blvd to Woody Road.
- Paving, driveways, sidewalks, and sod have been installed On Cedar Street, Elm Street, Rose Steet, Lynn Drive, and Cherry Street from Mykawa Road to Willow Blvd.

Upcoming Work Items:
- Tandem completed the video inspection of the existing sanitary system in preparation for the pipe bursting replacement procedure. Cobb Fendley reviewed the videos and provided the recommendations for the locations to be replaced. In early December 2022, Tandem began the rehabilitation of the sanitary manholes and installation of the new sanitary lines utilizing the pipe bursting method.
- Tandem will continue to install the storm drainage system along Cherry Street to Woody Road.
- Tandem will continue to install the remaining waterline offsets.
- The City has been coordinating with CenterPoint Gas (CPG) to relocate several gas lines that are in conflict with the future storm sewer. A CPG contractor began relocation of the gas lines in mid-December. The relocation of the gas lines along Cherry Street have been completed. Relocation of the remaining gas lines on Plum Street and North Street are still ongoing.

- Tandem will continue to place lime and concrete for paving, driveways, and sidewalks on the east side of Willow Blvd and the west end of Plum Street.
- Tandem will begin work on the west side of Willow Blvd after the paving and driveways on the east side have been installed scheduled to be mid-November 2022.
- Tandem will continue to install the remaining waterline offsets.
- The City is coordinating with Centerpoint Gas (CPG) to relocate several gas lines that are in conflict with the future storm sewer. CPG has completed design and received permit approval from the City and are initiating the bid phase. Construction completion expected January 2023.
August

- The waterline offsets on Elm Street, Lynn Street, Halbert Street, Francis Street and the Intersection of Cherry and Cedar have been completed.
- The installation of the new storm lines on Cedar Street, Willow Street, Rose Street and Elm Street have been completed. The north section of the storm lines on Lynn Street have been completed.
- Cedar Street paving has been installed on both sides. All the driveways and sidewalks on Cedar Street have been installed. Sod will be placed in the coming weeks.
- The new paving, driveways, and sidewalks on the south side of Elm Street have been installed.
- The new paving on the east side of Rose Street and Lynn Street have been installed. Tandem is currently working to install the sidewalks and driveways on Rose and Lynn Streets.
- Tandem connected the new storm boxes to the existing structure at Mykawa Road and are currently installing the new storm boxes west along Cherry Street.
Upcoming Work Items:
- Tandem is continuing to video the existing sanitary system in preparation for the pipe bursting replacement procedure
- Tandem will continue to install the storm line along Cherry Street. Scheduled for completion by the end of September 2022.
- Tandem will continue to install the paving, driveways, and sidewalks on the opposite side of Elm, Rose, and Lynn Streets.
- Tandem will move to the east side of Willow Blvd. and begin demolition and construction of the paving, driveways, and sidewalks.
June
Highlights:
The Design contract was awarded to Cobb Fendley in August of 2019. The Construction contract was awarded to Tandem Construction on January 10, 2022. The Notice to Proceed was issued January 25, 2022. Tandem Construction completed construction of the detention pond on the NE corner of Mykawa and Orange on April 13, 2022. Tandem Construction is currently working on Cedar Street, Cherry Street, Willow Blvd, and Woody Road.
- The waterline offsets on Cedar Street and Willow Street have been completed.
- The installation of the new storm lines on Cedar Street have been completed.
- The existing paving, driveways, and sidewalks on the east side of Cedar Street have been removed.
- Tandem has placed concrete paving on the east side of Cedar Street and are currently installing the driveways along that side.
- Tandem Construction has connected the new storm manhole to the existing 30” line at the north end of Woody Drive which connects to the 36” line on Orange Street and are currently installing 30” Reinforced Concrete Pipe (RCP) south along Woody Drive.
- Tandem Construction connected the new storm boxes to the existing structure at Mykawa Road and are currently installing the new storm boxes west along Cherry Street.
Upcoming Work Items:
- Tandem will continue to install the storm line along Cherry Street and Woody Road.
- Tandem intends to remove and replace the paving, driveways, and sidewalks on the west side of Cedar Street when completed with the east side work.
- Tandem is currently working to install the new storm lines on Willow Blvd.
- After the storm lines have been installed in Willow Blvd, Tandem will be removing and replacing the paving, driveways, and sidewalks on the east side of Willow Blvd and then move to the west side.
March
Highlights:
- The Design contract was awarded in August of 2019. The Construction contract was awarded in December of 2019. The Notice to Proceed was issued January 25, 2022. Tandem Construction is currently working on the construction of the 45,884 cy drainage pond at the corner of Mykawa Rd and Orange St.
- A community outreach meeting with the affected residents has been scheduled for Wednesday April 13, 2022, at Jamison Middle School from 5:00 to 7:00 pm.
Upcoming Work Items:
- The pond is expected to be completed by April 15, 2022.
- Tandem Services is expected to begin installation of the major storm sewer trunk lines on Woody Dr and Cherry Dr as soon as March 31, 2022.
- Tandem Services will be offsetting the existing lateral waterlines on Woody Rd to provide clearance for the new storm sewer lines. They expect to complete relocating the waterlines by April 25, 2022.
- Tandem Services plans to begin installation of the storm systems on Cedar Dr and Willow Dr by May 2, 2022. After the storm systems on Cedar Dr and Willow Dr have been completed Tandem intends to begin pavement reconstruction of those two streets.
December
Highlights:
The Contract entails the removal and reconstruction of the storm sewer system, residential street paving, sanitary sewer rehabilitation, replacement of water line crossings and construction of an approximately 5-acre detention pond. The scope of work for the storm sewer system consists of the removal of 15-inch to 36-inch storm sewer and realignment of the proposed 18-inch to 48-inch Reinforced Concrete Pipe (RCP), 4’x3’ Reinforced Concrete Box (RCB) and 5’x3’ RCB storm sewer by open cut. The project also includes reconstruction of approximately 2.7 miles of 28-foot wide 7-inch concrete pavement, 0.26 miles of 22-footwide asphalt pavement, including 2,000 linear feet of roadside ditch regrading, 5.3 miles of 5-foot sidewalk and reconstruction of concrete driveways. The proposed sanitary sewer rehabilitation includes trenchless construction of the existing 8-inch to 12-inch sanitary sewer by pipe burst method and work also includes rehabilitation of the existing sanitary sewer manholes. Detention pond construction includes pond excavation, backslope swales, outfall pipe, concrete pilot channel and slope paving. Additionally, the project requirements include traffic control, miscellaneous signage, SWPPP measures, tree protection plan and other items to facilitate construction of this project.
Upcoming Work Items:
Upon Council approval and award, Staff will hold the preconstruction conference in January 2022 and issue the notice to proceed. The detention pond design will be presented to Brazoria County Drainage District #4 board at the February 2022 meeting. Construction duration is 660 days after issuance of notice to proceed. Once completed the project will alleviate drainage issues by bringing the subdivision up to the current 3-year design criteria and mitigate high sanitary sewer within the neighborhood.
August
Highlights:
- 75% plans have been reviewed and returned. Design Engineer working on 100% submittal.
- Design Engineer provided 3 alternatives for the proposed detention pond location.
- Parcel at the NE corner of Orange and Mykawa was selected for the proposed detention pond and acquisition is currently underway.
- The Hydrology & Hydraulic (H&H) models have been completed based on the final property selected for the proposed detention pond.
- April 2021: Initiated contact with property owner to provide background information on the project and mailed a formal initial offer letter.
- May 2021: Continued negotiations with property owner, entering the counteroffer period (30 days)
- June 2021: Continued negotiations with property owner, counteroffer period extension granted.
- Property owner representation notification – continuance of counteroffer submittal
- Right of Entry for surveying services granted
- Final offer letter to property owner (14 days waiting period)
- July 2021: Prepare parcel file for Eminent Domain
- August 2021: City Council Consideration and Possible Action – Resolution No. R2021-182 authorizing the power of eminent domain to acquire fee title interest to certain property (4.8160 acres)
- Final draft drainage report reviewed and is currently under design for final submittal.
- Project Team is continuing to coordinate with BDD4 with detention pond design.
- On-going coordination with Enterprise Pipeline for multiple crossings throughout the project. Subsurface Utility Engineering test holes completed as required by Enterprise for crossing approval.
- Geotechnical Engineer has completed field bores of the proposed detention pond property following right of entry obtained from detention pond property owner.
- Sanitary sewer design completed for the neighborhood.
Upcoming Work Items:
- 100% plan and drainage report scheduled for submittal mid-September.
- Continued negotiations with property owner (detention pond)
- Deposit the funds into the Registry of the Court; At this point the City can take possession of the property even if the property owner appeals the value
- We will continue to work on a settlement agreement but at this time the gap is too far.
- Coordinate with Communications to schedule a neighborhood public meeting to be held.
- Coordinate needed relocates with franchise utilities. Provide final design to pipeline companies for final coordination and approval.
- Design Engineer will continue to Final plans and contract documents once City 100% review
is complete, the Technical Review Committee will be convened to complete the Final Bid Set.
April

- Coordination efforts: The Willowcrest project shares a drainage basin with the Mimosa Acres drainage project by the City, the recently completed Mykawa Trunk Storm sewer project (BDD4), and the Mykawa Road widening project (City). Differing modeling methodologies between design teams have led to challenges matching results. The challenges to eliminate possible adverse drainage effects on adjacent projects have been resolved and have resulted in the need for additional detention in the form of an off-site detention pond .
- Project Team is continuing to coordinate with BDD4 with detention pond design
- Sanitary sewer design complete
Upcoming Work Items:
- 75% plan set received March 29 the currently under City review
- Currently working on the appraisal report for the detention property. Approximately 2-3 weeks for completion. Next step in acquisition will be negotiations once the appraisal report is completed. Will present an offer to the property owner. Negotiation phase will take approximately 30-45 days if an agreement is reached. Otherwise will move to the next acquisition phase of condemnation adding another 2-3 months to acquire
- Coordinate with Communications to schedule a neighborhood public meeting to be held once the 75% plans are finalized
- Coordinate needed relocates with franchise utilities
- Design Engineer will continue to 100% plans once City review is complete, the Technical Review Committee will be convened to complete the 100% Bid Set

September
Highlights:
- Coordination efforts: The Willowcrest project shares a drainage basin with the Mimosa Acres project being managed by the City, the recently completed Mykawa Trunk Storm sewer project (BDD4), and the Mykawa road widening project (City). Differing modeling methodologies between design teams have led to delays in the project progression due to added coordination. The challenges to eliminate possible adverse drainage efforts of adjacent projects have been resolved but have pushed bid date into January 2021.
- Additionally, during preliminary design it was determined that a detention pond would be needed to achieve the project goals. A site for detention has been located and pond design has been reviewed by BDD4. The City has begun the process to acquire the identified property for use in the project. The effort to identify and locate the pond location has also added some delays to the project baseline schedule.
- Cobb Fendley submitted a 30% submittal on 7/24/2020. Submittal included costs associated with the full replacement of all concrete streets in the subdivision. Staff and the Engineer will be evaluating the streets based upon the pavement condition index and determine if there are areas in good condition and are not affected by the project are able to remain in place. The scope of work to be bid will be determined based upon the full analysis of the project needs, budget constraints and the pavement condition index of each segment. The pavement limits will be decided with the refinement of the next cost estimate at the 60% cost estimate.
- The 30% submittal has been reviewed by City staff and comments have been returned to the design engineer.
Upcoming Work Items:
- Cobb Fendley to provide additional data/information for the drainage analysis to justify the storm size design. Full Drainage report and models for the project area to be provided in the next design submittal as well as specifications.
- Continue design coordination with neighboring projects and their respective entities.
- City to continue process for land acquisition needed for detention pond.
- 60% plan set due to City of review mid October 2020.
- Coordinate with Communications to schedule a neighborhood public meeting to be held once the 60% plans are finalized. The meeting will be compliant with CDC safety standards.
- Design Engineer will continue with plans. Once detention considerations are finalized the design set will move quickly from 60% to 90% final bid set.
