West Pearland Library
Scope: Construct a permanent County Library facility on the west side consisting of approximately 39,000 square feet, using space requirements and usage information similar to that developed for the renovations to the Tom Reid Library. Other features include: specialized chill water systems, exterior security lighting, and specialized library furnishings.
The facility will be located on a 3.2 acre site owned by the City on Shadow Creek Parkway west of Kirby Drive. There is potential for collaboration with Brazoria County to move the tax office from the Public Safety Building to this site.

Project information is often available through the City’s FaceBook page, Twitter and Instagram accounts as well. We encourage residents and property owners’ to sign up for the e-alerts and information.

Highlights:
On October 14th, staff, along with project personnel from the CMAR, Spaw-Glass, organized and conducted a tour of the facility to discuss the status of the project, future construction tasks and answer questions. Staff considered this a very successful transfer of information about the project and its status.
- Site work is over 95% complete throughout complex.
- The Northern Patio, Southern Walkway and Trellis installation was completed at the end of October.
- The mechanical, electrical, and plumbing (MEP) rough-in has been completed.
- All interior framing, insulation and sheetrock has been completed.
- The installation of the ceiling grid on the 2nd floor has been completed.
- The interior finishes have begun and are at an overall completion of 75%. These finishes include tile in the restroom, polished floors, millwork installation, mechanical, electrical, plumbing trim-out and painting.
Upcoming Work Items:
- Exterior metal panel and soffit installation is in progress.
- Standing Seam Roof at the Story-time Room is in progress.
- All exterior paving, curbs, sealing, striping, and sidewalks will be in place by the beginning of December.
- Irrigation installation is currently underway and expected to be completed early December.
- Completing above ceiling MEP / Low Voltage items prior to closing Level 1 Area B and Tax Office.
- The feature wall is currently in progress and nearing completion.
- Interior glass storefront systems installation in progress on Level 1 and Level 2.
- Carpet installation will be completed.
August
Highlights:
Staff seeks to take advantage of a unique opportunity to enhance the new library facility and teaching theater with functional and aesthetic additions to the project. Working in conjunction with Brazoria County Library Systems, the architect and Staff have identified and assembled a list of upgrades and additions that can be paid for from remaining project funds. The following list of items recommended by Staff for adding to the scope of the project include:
- Upgrades fixtures to hands free usage ($92,280) – upgrades facility fixtures to hands free units per the City’s Covid-19 pandemic response plan.
- Add additional cameras ($10,134.44) – includes interior security cameras to first floor multi-purpose rooms to be utilized during afterhours programming.
- Upgrade Trellis Roof Material ($79,490.02) – changes roofing material from fiberglass to a perforated metal material of the exterior amphitheater trellis included in the original design located at the rear of the facility. The originally designed material cost $31,000 and has a 3-5 year shelf life, whereas the proposed upgraded metal roof provides a 20+ year life expectancy and recognizes a minimum cost savings of approximately $45,000 during its anticipated lifecycle.
- Upgrade perimeter landscaping ($30,300) – upgrade shrub species to meet and exceed Shadow Creek Ranch Management Association height requirements.
- Extend Sidewalks ($36,250) – increases sidewalks from 6 feet to a 10-foot shared path to match the forthcoming sidewalk improvement project along Shadow Creek Parkway.
- Add Sound Dampening ($22,750) – provides acoustical treatment to the North and South walls in the Teen Area.
The above recommended items total $271,204.46 which is inclusive of materials, delivery, installation, and additional General Conditions. The Shadow Creek Library project is funded by Certificates of Obligation (COs) that will be 100% reimbursed by Pearland Tax Increment Reinvestment Zone 2 (TIRZ2).
Recommendation:
Staff will recommend Council approve a change order to the contract with SpawGlass, totaling $271,204.46 for Construction Services on the Shadow Creek Library project at its August 23, 2021 regular meeting.

Highlights:
On May12th Staff, along with project personnel from the CMAR, Spaw-Glass, organized and conducted a tour of the facility with members of the Council, PEDC, City Manager’s Office and Brazoria County Library staff to discuss the current status of the project, future construction tasks and answer questions. Staff considered this a very successful transfer of information about the project and its status.
• Structural steel erection is continuing with detailed connections being completed
• Second floor “pan” has been installed, and concrete has been poured.
• Detail steel, joists and roof deck are being installed.
• Outdoor seating area is being framed and sheathing is being installed
• Exterior framing, sheathing and air barrier are being installed.
• Interior metal stud framing has begun on the first floor.
• Mechanical, Electrical and Plumbing rough-in has begun.
• Monumental stairs and seating area have been formed and poured.
• Exterior masonry has begun.
• Metal Stairs have been welded in place and concrete has been poured.
• Left-turn lane on Shadow Creek Parkway has been poured.
• Fifty percent of the sitework paving has been completed

• Remainder of the sitework paving and sidewalks will be completed.

Next Steps:- Staff has reviewed the results of the bidding process and the complete GMP package submitted by the CMAR and on October 12, 2020 will recommend that Council amend the CMAR contract to include Construction Services. Upon approval, staff will issue an immediate Notice to Proceed (NTP) commencing applicable services.

Highlights:
- After a successful Technical Review Committee (TRC) meeting held on July 8,2020 the project design team submitted 100% Construction Drawings to Permitting on July 15th for final review and approval.
- The project's Construction Manager at Risk (CMAR), SpawGlass, released an initial project advertisement on July 16, 2020, with a secondary advertisement scheduled for July 23rd.
- Continued coordination with Shadow Creek Ranch Management Association and utility providers remain ongoing.
- Left turn Construction Drawings were completed and submitted to TxDOT for approval on June 26, 2020; Pending.
- Staff met with the Westside Library Board on July 16, 2020 to provide an update to the project and to show them renderings of the building. The meeting was held virtually and went very well. The group was very receptive and appreciative of the presentation and where the project is in the process. The board did have a couple of questions about the FF&E regarding rolling book shelves and also the topic of fund raising was brought up. The project group is finalizing the evaluation of which shelves will be rolling and which ones will be permanent. The board is very excited about the project, the process and hearing that SpawGlass is in the bid process for the project.
Upcoming Work Items:
- The CMAR has scheduled a project pre-bid meeting for July 28, 2020 to communicate project guidelines and expectations with interested bidders.
- Staff anticipates receiving a proposed Guaranteed Maximum Price (GMP) for the cost of construction on August 17, 2020.
- Upon review and approval of the GMP, Staff will take its recommendation to Council early October 2020.
April
Highlights:
- The Design Development Phase has been completed and the design team has transitioned into the Construction Development Phase of the project, with 50% Construction Drawings (CDs) being submitted to Staff April 20th for review and comments. Staff plans to return comments to the design team the first week in May for review and response. Construction Drawings will also be submitted for review to the Shadow Creek Ranch Management Association (SCRMA).
- The CMAR's deliverable for the Design Development Phase estimates construction costs at approximately $17.1M, exceeding the construction budget by approximately $500,000. Finalized material sections and first round value engineering (VE) efforts have resulted in an approximate $1 million in cost reduction. A list is being kept of all VE items so that those most desired can be added back in if future cost estimates allow. Additionally, while VE options will remain open for discussion and consideration as the construction drawings are developed, it is noteworthy to mention, the CMAR expects the Library bidding phase to commence during a timeframe when the market will offer "very competitive pricing" assisting with the slight budget overages. The market is continually being monitored in light of the current COVID 19 situation and any changes that are a result of the situation will be reviewed and any impacts to the project determined.
- Staff, along with the Architects have met with the Brazoria County Information Systems team to discuss technology roles and responsibilities for the new facility. A subsequent meeting is being planned for late April to finalize initial building technology and acoustical functions.
- Additional survey services extending into the adjacent property has been completed to ensure the grade transition at the secondary site driveway is designed correctly with a seamless transition.
- Construction drawings for the Shadow Creek Parkway left turn median cut for access into the project site are being finalized with a TxDOT permit application anticipated to be submitted late April.
- The left turn Construction Drawings are expected from the design team early May.
Upcoming Work Items:
- Staff will continue to coordinate plan reviews with internal departments and external stake holders (County Library System and Tax Office) for comments/questions to be addressed by the design team.
- The design architect will submit a formal request to TxDOT for an eastbound left-turn lane into driveway number 2 on the Shadow Creek Library site.
- Staff, City's IT and the project design team to meet with the Brazoria County Information Systems team to finalize technology roles and responsibilities of the new facility.
- 50% Construction Drawings will be submitted to SCRMA for required review and approval of site and building updates.
- Staff will continue to coordinate with CenterPoint Energy on power source for the building.
- Staff to coordinate a meeting with Brazoria County to ensure the facility meets the needs for voting requirements.
- Staff is expected to receive a 90% Construction Drawing submittal mid-June. At this time, plans will also be submitted to permitting for their review and comment as was done previously. During this time the CMAR will begin to initiate bidding for the project and will produce the subsequent Guaranteed Maximum Price (GMP) for Staff review and approval. After review of the GMP, and negotiating best value, the anticipated Council date for consideration and approval is anticipated for the September 14 Council meeting.
February
Highlights:
- Council approved a Construction Manager at Risk (CMAR) contract for SpawGlass at its December 9, 2019 regular meeting. With the CMAR now fully engaged, initial cost estimating has begun which has generated discussions regarding exterior material sections.
- The CMAR's initial 30% cost estimate placed construction costs at approximately $17.9M, exceeding the construction budget by $300,000. Finalize material selections and first round value engineering (VE) efforts have resulted in approximately $1 million in cost reductions.
- Staff, along with the Architects have met with Shadow Creek Ranch Management Association (SCRMA) to review a proposed site plan. On November 12th, Staff received a provisional Conceptual Site Plan approval. Ongoing meetings for review and approvals will be held with SCRMA as plans progresses.
- Staff presented project updates and answered questions at the Friends of Pearland Westside Library meeting on January 30, 2020. Feedback from the meeting was excellent and met with excitement and enthusiasm with the continued progress. Staff will present updated renderings at the next meeting anticipated in March or April.
- The building design includes an exterior high-performance glass facade which accounts for 28% of the exterior walls and complies with the 2018 IECC allowed maximum of 30% vertical fenestration in the subject climate zone. Experience and modeling indicate an ideal proportion of fenestration will reduce energy consumption (costs) due to the daylight strategies being employed, reducing the lighting power density (LPD) of the facility. Additionally, large window walls with southern exposure provide ab abundance of daylight while lighting controls reduce the artificial lighting levels and conserve energy.
- Staff has engaged a traffic engineering consultant to provide the required Traffic Impact Analysis (TIA) for the Shadow Creek Parkway median cut and left turn lane that will provide access to the main entrance of the library. The TIA supports the space requirements for the left turn lane and TxDOT should be able to approve.
- Required paperwork has been submitted to the Texas Department of Insurance to ensure building design standards meet applicable building windstorm requirements.
- Staff received a 60% design package on January 28; Pending City review and comments.
- Staff met with PGAL, SpawGLass, and County library staff of February 6, 2020 to review the project documents and layouts during a progress meeting and to go over the 60% package that is in review.

- Staff is coordinating an Interlocal Agreement with Brazoria County establishing the County's share of the initial building costs for the Tax Office, County reimbursement from the TIRZ (through the City) and a long term lease for the County's Tax Office Space within the building.
NovemberHighlights The following encompasses the process and results from the selection process for a Construction Manager at Risk (CMAR) to provide Pre-Construction Services during the Design Phase and complete Construction Phase Services. During the CMAR process a contractor is retained during the early stages of design allowing numerous benefits to the City and stakeholders such as:
The City received eleven responses to the RFP. Two firms were identified and subsequently interviewed as shortlist candidates based on ranking from point values. All members of the project team unanimously selected SpawGlass as the CMAR firm providing the Best Value to the City. Next Steps On November 25, 2019, Staff will recommend Council award a contract for CMAR for Pre-Construction Services in the amount of $36,520 per proposal received. After CMAR contract approval, the project team will finalize schematic designs and begin working towards completing contraction drawings. Professional Services Amendment With the inclusion of additional space for the Brazoria County Tax Office and additional public meeting space (Teaching Theater) to the Shadow Creek Library facility, the original building footprint increased from 30,000 square feet (sq. ft.) to 39,050 sq. ft; roughly 30%. Based on the added features, Staff received an Additional Services Agreement proposal totaling $310,044 from the project Design Architect, PGAL. The increase is based on extended Basic Services (lump sum), Bid Phase Services (Hourly Not-to-Exceed), Construction Phase Services (Hourly Not-to-Exceed), and Additional Services (Lump Sum).
