Sports Complex at Shadow Creek Ranch, Phase II
About. As a growing cosmopolitan suburb, the diversity of our community is presenting an expanding need for diverse programming. In consideration of the field types mentioned, it is critical to consider that the need and desire of once niche sports are now becoming staples of a culturally diverse population. The need for rugby and miracle fields are increasing in particular due to the City of Houston acquiring a National Rugby Franchise, and the continued growth of quality of life for disabled populations due to proximity to the expanding Texas medical Center, respectively.
Scope. Phase 2 of the Sports Complex at Shadow Creek Ranch will include the addition of two cricket/rugby fields, a multipurpose ‘Miracle Field” area (a sports surface designed to accommodate special needs athletes), additional field lighting, approximately 250 parking spaces, and expanded restrooms and concession offerings.

The Shadow Creek Ranch Park Phase I project is funded by Certificates of Obligation that will be reimbursed by Pearland Tax Increment Reinvestment Zone (TIRZ) No. 2.
March
Highlights:
- The Shadow Creek Ranch Park Phase 2 Improvements project is completed both on time and within budget. The park and its amenities are available for Parks and Recreation staff use.
- Substantial completion was achieved for the left turn lane on July 19th, 2021.
- Substantial completion was achieved for the site, the multi-purpose turf fields, and the maintenance building on November 19th, 2021.
- A change order to add additional days to the contract time due to the concession building door frames encountering shipping delays was issued to the contractor. This change order increased the contract by 100 calendar days which moved the substantial completion date to February 2022.
- Substantial completion was achieved for the concession building on February 28th, 2022.
- Apart from the concession building, the sports complex was turned over to Parks and Recreation staff beginning December 19th, 2021 in concurrence with the milestone.
- The contractor, EPW and Parks and Recreation staff and the design consultant team completed a punchlist walk through of the concession building on February 22nd, 2022. Corrections required were minor and included paint touchups, trim and caulking rework, and door hardware installations in various interior locations.
- Installation, testing, and commissioning of the Miracle Field Video Board will be completed in May.
- Procurement and installation of the Inclusive Playground through Park and Recreation’s partnership with the Forever Parks Foundation is underway.
- Grand Opening and Ribbon Cutting ceremony for the sports complex improvements, as well as a groundbreaking ceremony for the Inclusive Playground, is scheduled for March 12-13th, 2022.
Upcoming Work Items:
The construction contract was substantial in February 2022; however, there is still additional work being completed at the park. Staff anticipate the turf retrofit being completed in November 2022.
October
Highlights:
- The construction phase has progressed to approximately 90% of the contract value and approximately 83% of allotted contract time.
- The newly installed left-turn lane on Kingsley Road has been striped and is open for public use.
- Completed irrigation tie-ins within Kingsley Road medians and system is fully operational.
- Completed landscape at northern parking lots with sod and Hydroseed. Completed sod and landscaping around finished areas at buildings.
- Fencing is installed between posts at Cricket and Miracle Fields, to include netting.
- Shade structures to cover the fields’ spectator bleachers have been installed.
- Concessions building progress includes: electrical is energized and HVAC is now in service. All building plumbing and mechanical systems are installed, and finishes have begun on the interior.
- Maintenance building has reached substantial completion, to include: completed spray-in insulation, hung sheetrock, established fire-rated wall, finished interior paint, installed overhead rolling doors and storefronts.
- Site work progress includes: finalized utility and electrical pulls, installed cricket field drainage, sub-base crushed stone, and synthetic turf. Also installed wickets on field and completed fencing and sidewalk around multipurpose fields.
- Musco Sports Lighting completed field and parking lot lighting installation, and commissioning. These lights now tie-in to the existing field lighting completed during the previous phase 1 improvements.
- Completed application process with Texas Park and Wildlife Department for the $750,000 allocated to the City of Pearland for the Inclusive Playground.

- Rolling door at concession building window install.
- Complete interior and exterior finishes at concession building
- Complete irrigation at South Lot and tie piping into Phase 1 system.
- Miracle Field rubberized surfacing to be completed.

June
Highlights:
- The construction phase has progressed to approx. 68% completed scope in approx. 56% of the allotted contract time.
- The pre-engineered metal maintenance building is fully erected, and waterproofing is nearing completion.
- The southeast and southwest parking lots have been poured at the multi-purpose fields.
- The parking lots, curbs and sidewalks are poured at the miracle field.
- Musco has completed installation of the light poles around the new multi-purpose and miracle fields. They have begun preparation work for the light poles around existing field #4.
- The driveway and concrete flatwork around the maintenance building have been completed.
- The general contractor has begun placement of the exterior fencing around the fields and the interior fencing for the maintenance building.
- Roof decking has been completed, inspected, and approved at the concession building.
- The left-turn lane on Kingsley has been poured and restoration work in the median is underway.
- The additional items were approved by Council on May 10th at which time work began on the irrigation addition, the trail connector sidewalk, and the concrete pads for the multipurpose field bleachers and
shade structures.
Upcoming Work Items:
- Once cylinder breaks have demonstrated the concrete is adequately cured, the left-turn lane will be opened for public use, and associated traffic control devices will be removed.
- Fencing will be installed between posts at multi-purpose and miracle fields.
- The miracle field scoreboard will be competitively bid, in lieu of creating a cooperative purchase order through Buy Board. Catalogue or pricelist details could not be verified by city Finance staff due to custom nature of the digital scoreboard audio and visual components and project specific features, such as including the City logo.
- Installation of the synthetic turf for the multi-purpose fields was purposefully delayed, minimizing construction debris dirtying or damaging the turf. Once the project is closer to completion, the certified turf installers will ensure the grade and compaction of the subgrade meets requirements, prior to installation.
April
Highlights:
- Construction of the building pad(s) along with underground systems/sanitary lines for the concession stand and maintenance building have been completed
- Grading, lime stabilization and concrete placement is complete for the entire south parking lot to include electrical rough-in(s) for the light poles.
- Soil stabilization, and reinforced concrete slab-on-grade is complete for the Miracle Field artificial turf and shock pad placement.
- All primary construction activities, to include rebar, concrete placement and light pole stub outs, for the Northwest and Northeast parking lots are complete.
- All wood light-framing and exterior sheathing for the Concession Building is complete.
- The contractor will complete placement of all sidewalks around the multipurpose field by 23 April.
- Contractor is currently 70% complete with steel erection for the maintenance building.
Upcoming Work Items:
- Contractor will continue placing forms for the Multipurpose Field.
- Contractor is scheduled to form and pour the Wicket Field concrete slab by 23 April.

February
Highlights:
- The Notice to Proceed was issued to the contractor, Forney Construction, on November 30, 2020. A pre-construction meeting was held December 02, 2020 and Contractor’s crews mobilized to the site.
- Contractor has completed set up of site security and storm water protection devices in the working area. They have finished removal of existing grass from the cricket/rugby and miracle fields and begun grading. QC laboratories, the project construction material testing (CMT) firm, has been onsite during select fill placement and compaction.
- Concrete foundation pads have been formed and poured for the concession stand/restrooms and for the maintenance building. Plumbing and electrical permits have been applied for through the City eTRAK-iT site.
- A ground-breaking ceremony was held on January 13, 2021 with the Mayor, City Council members, the City Manager’s Office, Engineering and Parks and Recreation staff, the design Architect and the contractor. Communications department provided livestream access to the event online for public viewing.
- Staff have issued purchases orders for the owner provided/contractor installed items, to include the bleachers and shade structures for the miracle field, cricket/rugby field spectator bleachers, team benches, waste and recycle receptacles and ADA tables. Delivery of these items is in accordance with the contractor’s project schedule.
Upcoming Work Items:
- Contractor will begin sidewalk construction along Kingsley Ln, then install cricket/rugby field fencing prior to installation of drainage systems and finalizing the grading for the synthetic turf. Sequencing construction this way minimizes disturbance to site improvements that have been completed.
- During the development of the design and the engineer’s opinion of probable cost the project was proposed to be over budget for the construction. To reduce cost projections Staff worked with the design to reduce the scope of equipment such as additional irrigation and sod, bleachers, score boards, shade structures and some concrete sidewalk enhancements. With bids for the work below the engineers estimate and TIRZ funds remaining, staff have requested proposals from the contractor for construction of these improvements. The proposals will be evaluated for inclusion in the project.
- The maintenance building (previously removed from Phase 1 for cost reasons) is included in the Phase 2 work. The building will be a pre-engineered metal building (PEMB) with a CMU and split- face stone veneer which is scheduled to be erected in late May 2021. The shop drawings are being completed by Whirlwind, the selected manufacturer, and will be sent to City permitting for their final review and approval.

Highlights:
- November 15, 2019 - Kimley-Horn submitted a 90% preliminary schematic design and cost estimate to staff for review.
- December 10, 2019 - Kimley-Horn and Staff held a meeting to review the 90% schematic design and cost estimate.
- The Phase 2 CIP Construction Budget is $9,030,000. There was an additional $296,834 remaining from Phase 1 that will be carried over to the Phase 2 construction budget to be utilized for the construction of a maintenance building.
- Park amenities included are: the miracle field, two multi-purpose fields (rugby/cricket), a mini-court (5,500 SF multi-purpose accessible court), field lighting, 250 additional parking spaces, and a field house building containing restrooms, a huddle room, and a maintenance building.
Upcoming Work Items:
- The 100% plan submittal is scheduled to be complete in February, followed by a TRC and review meeting.
- Advertising for bids is scheduled to begin in late February.

- August 30 - Kimley-Horn submitted a 60% preliminary schematic design and cost estimate to Staff for review
- Kimley-Horn's 60% cost estimate was $8,626,900.
- In addition to the city funded amenities planned, The Forever Parks Foundation has committed to fund an "All-Inclusive" playground through their grant program to be completed in the future. The location for this playground will be left as green space in the overall construction plan in the interim.
