Highlights:

• As of 06/13/2022 all major components of the Sleepy Hollow Project have been substantially completed.
• Street Reconstruction, waterlines and wastewater are all being fully utilized by the residents of Sleepy Hollow Subdivision.
• During construction, it was recognized that the drainage outfall leading to Clear Creek had collapsed and storm water is undermining existing fencing and neighboring yards. The situation adversely affects the performance of the balance of the drainage system and threatens residential structures. A design amendment has been executed and the Engineer of Record has returned the proposed plan. Staff has requested a cost proposal from the contractor for a change order to do the necessary work. The additional construction cost is expected to fall within the project’s current budget. This will extend contract time and will not adversely impact the recently completed work. The proposal will be presented to Council for approval once the final proposal is sent, reviewed and approved by City Staff.
• Project Staff are working with the Testing Lab to correct earlier invoicing issues to pay Invoices 1 through 4. The remaining 4 invoices will require a contract amendment. The original contract was approved at the Staff level as it did not exceed the amount requiring Council approval ($49,210). The amendment will take the contract over the $50,000 limit requiring Council approval. This amendment is anticipated to add approximately $13,000 and will be brought back to Council for authorization once finalized. 

Upcoming Work items:

• All Punchlist items will be completed by 7/13/22.
• Council will be presented with Change Order Proposal for Drainage Outfall Refurbishment and amendment to the geotechnical testing contract.

Highlights:

• Water Service connections to homes have been established to residences throughout subdivision.
• Paving on Sleepy Hollow Dr. and Rip Van Winkle has been removed, new subgrades have been lime stabilized, and new concrete has been poured.                                                                                                                                                                 o Sleepy Hollow Dr. is 85% complete.                                                                                                                                       o Rip Van Winkle Dr. is 95% complete.                                                                                                                                     o Washington Irving Dr. is 30% complete
• All storm, sewer, and waterlines, currently in the plans, are complete throughout neighborhood.
• Culverts under the driveways on Sleepy Hollow Dr. and Rip Van Winkle Dr. have been installed and are complete.
• The contractor has experienced delays due to COVID within the work crews. This has delayed the project approximately 30 calendar days beyond the original schedule.
• During construction, it was recognized that the drainage outfall leading to Clear Creek had collapsed and water is undermining existing fencing and neighboring yards. This situation adversely affects the performance of the balance of the drainage system and threatens residential structures. A design amendment has been accepted and Staff will request a cost proposal from the contractor for a change order to do the necessary work. The additional construction cost is expected to fall within the projects current budget. This will extend contract time but not affect the current construction project for the road work. The proposal will be presented to council for approval.

Upcoming Work Items:

• Washington Irving Drive pavement will continue to be removed, subgrade will be lime stabilized, and new paving will be installed.
• Culverts underneath the drives on Washington Irving will be installed and new driveways will be poured.
• Grading of ditches will take place throughout neighborhood. • Additional Work to replace the drainage outfall has not been scheduled at this time.

 Highlights:

•  Additional Storm Water Pollution Prevention (SWPP) has been put in place.
• The installation of Reinforced Concrete Pipe (RCP) storm culverts under driveways has started.
• Storm and Sanitary Manholes identified for replacement have been installed throughout project.
•  8” and 6” water mains have been installed and have passed bacteriological testing.
• The installation of storm culverts and grading of flowlines in ditches has begun.

Upcoming Work Items: 

• Service connections to the water mail will established at residences throughout subdivision.
• Demolition of paving will commence following the Thanksgiving holiday.
• New paving will begin shortly there after
  o One side of the street will be worked on at a time to minimize traffic impact to residences.
  o Subgrades will be stabilized and inspected by lab.
  o The installation of concrete formwork will begin, steel will be tied and inspected and poured by sections.

 Purpose

This memo provides information regarding the pending award of the construction contract for the Sleepy Hollow Street Reconstruction project.  With all street reconstructions, staff reviews and assess the entire road prism that includes waterlines, wastewater lines, and storm sewer lines at the development and design stage of the project. The purpose of this philosophy is to address all the needs in a pro-active approach to maximize funds and reduce long term impacts (future repairs if not addressed) to the residents.  This contract is scheduled for presentation to Council on the April 12, 2021 meeting agenda. 

Recommendation

Staff will recommend Council approve the bids and award the contract for construction to Teamwork Construction Services, Inc. in the estimated amount of $1,878,574 during the April 12 the Council meeting.

September 2020

 Highlights:

• Consultant has finalized the drainage area map for the driveway and roadway culvert replacement.
• Staff returned 60% comments to the Design Engineer on September 9,2020.  The project consultant will review and provide an appropriate comment response.
• 60% plans have been submitted to utility companies for identifying and providing adequate and timely remedies to known conflicts.
• On September 3, 2020, staff along with the City's Urban Forester and the Design Engineer walked the project site to assess the third-party consultant recommendations for tree protection based upon proposed construction within the project limits.  After review of comments, the Design Engineer will make a formal recommendation to the City for consideration.
• The project is currently within budget and on schedule.

Upcoming Work Items:

• The 90% plan submittal will be complete in November 2020; followed by a review meeting.
• The Engineer will continue coordination with franchise utilities to identify and mitigate potential conflicts within project limits.
• The Engineer will continue to cut cross sections and review all ditch side slopes to ensure compliance with the City's maximum 3:1 standard.  Staff will work with the design team on possible solutions for areas steeper than the desired 3:1 slope with the goal of attempting to get to a 4:1 slope but ROW will ultimately dictate the final slopes.
• Engineer to finalize the construction sequencing for driveways and property access during construction.
• In lieu of face-to-face meetings as a result of Covid-19, a public notice package will be mailed to residents the week of September 14th.

July 2020

Highlights:

• HDR Engineering was issued Notice to Proceed for design services March 23, 2020.
• A geotechnical investigation was conducted to determine existing field conditions and establish a project baseline for design and future construction.  No extraordinary findings revealed.
• Survey verifications, including site visits were conducted to complete topographic backgrounds and pavement alignment and to explore modifications to the original development that have occurred over the years since.
• Closed-circuit television (CCTV) conducted on the sanitary sewer system to assess condition.  Segments that demonstrated pipe ovalling (squash) and sagging are to be removed and replaced.  Existing 24-inch sanitary manhole covers and frames will be upsized to 32-inch to meet current TCEQ requirements.
• Review of fire hydrant spacing, resulted in the addition of hydrants for improved fire protection and improved overall water service quality.  The existing 6" transite water line and the 2" water line will be replaced with 6" PVC pipe as the size is appropriate to provide fire and water service.
• On June 12th, the 30% plan set was submitted to the City and Brazoria Drainage District No. 4 (BDD4) for their two-week review period.
• The project is currently within budget and on schedule.

Upcoming Work Items:

• The 60% plan submittal will be complete in August 2020; followed by a review meeting.
• The Engineer will continue coordination with franchise utilities to identify and mitigate potential conflicts within project limits.
• The Engineer will continue to cut cross sections and review all ditch side slopes to ensure compliance with the City's maximum 3:1 standard.  Staff will work with the design team on possible solutions for areas steeper than the desired 3:1 slope with the goal of attempting to get to a 4:1 slope but ROW will ultimately dictate the final slopes.
• Development of construction sequencing for driveways and property access during construction.
• Considering COVID-19 recommended social distancing guidelines, efforts to conduct a public outreach will focus on the publication of an informative letter requesting resident feedback which discusses scope of work, traffic control, phasing and schedule.
