Highlights:

Pearland Parkway Traffic Improvements (Traffic Signal at Forest Park Lane/Summit Springs and Pearland Parkway)

• This project has experienced heavy delays in the manufacturing of the traffic signal control cabinet. Due to the nationwide chip shortage, the internal controls for the signal cabinets have not been able to be manufactured and delivered to the site. This is a nation-wide issue and has impacted TxDoT signals on their roadways as well. We have stopped time for this project until the cabinets are able to be delivered and installed.
• Substantial Completion walkthrough has taken place. The traffic signal cabinets and fiber terminations are the only items remaining to be completed per above conditions.

Pearland Parkway Traffic Circle Modifications: 

• All new pavement approaches to the original traffic circle and to the new roundabout have been poured and are awaiting final connection through the existing traffic circle
• The southbound right turn lane at Hidden Glen Lane, south of the traffic circle has been poured.
• The sidewalk on the southwest side leading to Hidden Glen has been poured.
• The southbound sidewalk leading away from UHCL has been poured and connected to the existing sidewalk along the north side of McHard.
• The subgrade has been installed for the sidewalk on the eastern side of Pearland Parkway, and sidewalk has been formed and reinforcing steel has been placed and tied.
• All electrical conduit for lighting throughout the new roundabout has been installed and CenterPoint inspections are complete and passed.
• With the help of the City’s Communications Department, a phased lane closure package for the roundabout work has been put in place and sent out for public information. U.H.C.L, P.I.S.D., have been informed of the coming traffic switch. This traffic plan is now in operation and working with minimal complaints
• Lane closures were timed to take place after the closing of the 2021/2022 school year. The work was coordinated with PISD and UHCL-Pearland Campus.
• A Change Order for an improved Traffic Control Plan has been processed for $17,450 and an additional 15 days have been added to the original contract to account for additional traffic control. 

Intersection Improvements-Winward Bay at Broadway

• This project has experienced heavy delays in the manufacturing of the traffic signal control cabinet. Due to the nationwide chip shortage, the internal controls for the signal cabinets have not been able to be manufactured and delivered to the site. We have stopped time for this project until the cabinets are able to be delivered and installed.
• Substantial Completion walkthrough has taken place. The traffic signal cabinets are the only items remaining to be completed per above conditions.

Upcoming Work Items:

• The approved Traffic Control Plan has been put in place as of Friday May 27,2022, and the temporary construction traffic pattern has been initiated. During the final stages of construction additional traffic control measures will be taken which include the reduction of speed during this stage of the project.
• Demolition of the original roundabout will begin on the North and South side of the traffic circle.
• The subgrade of the Northern and Southern portions of the traffic circle will be graded, forms set in place, steel tied, and concrete will be poured.
• Once the North and South sides are completed the Contractor will have signage and striping in place to then open the Roundabout for Southbound traffic and close the West side of the Roundabout for removal and connection.
• The sidewalk on the eastern side of Pearland Parkway will be poured.
• CenterPoint will have all lighting installed and operational.
• The traffic control cabinets are currently scheduled to ship June 6,2022 and are scheduled to be delivered to the contractor by June 13, 2022. This date has potential to change pending further manufacturing delays.

December

Highlights:

• The entrance to the UHCH Pearland Campus has been poured, sealed and opened for use. The adjoining acceleration lane to the southeast is been started.
• The electrical conduit for the traffic circle has been installed and inspected by CenterPoint and the light poles have been relocated.
• All road expansions leading to the central portion of the roundabout have been poured, and the medians are being raised to the proper elevations.
• The central portion of the roundabout has been poured.
• The relocation of all the trees has been completed. The relocation has been very hard on many of
  the trees involved and has resulted in adverse impacts. The replacement of those trees that did not
  recover from the shock of the transplantation are currently being resolved by the contractor. Staff is
  working with Urban Forestry on the resolution of this unfortunate circumstance.

Upcoming Work Items:

• The traffic signal lights will be installed on the masts at Windward Bay.
• Substantial completion walk throughs will take place on the Intersection Improvements at the Broadway-Windward Bay.
• The traffic signal poles will be installed at Forest Park.
• The Pearland Parkway Traffic Improvements substantial completion walk through will take place in December.
• The Traffic circle pavement will continue to be poured and will move into the next phase of the project
  by connecting the circle to inbound and outbound traffic lanes. Staff will be meeting with the contractor
  to review the Traffic Control Plan, phasing of pours and schedule. City Communications will be part
  of these discussions to develop a communication plan to notify the public of the upcoming activities
  and lane closures.

Highlights:

This report provides progress information on three projects that were bid together to produce economies of scale. A single contractor is performing all of the work at all three project locations.

Pearland Parkway Traffic Circle & Parkway Improvements:

• Contractor has completed the installation of 24” RCP and 7X4 Box Culverts on the west side of Pearland Parkway up to the southwest side of the traffic circle.
• Electrical subcontractors are continuing to install conduit along with “stub-ups” for additional illumination in and around the future round-about.
• Contractor has completed placing the proposed turn bays at Pearland Parkway and Summit Springs.
• Illumination conduit is also being installed at Summit Springs intersection
• Contractor has completed the saw-cut and excavation for the road expansion on the northbound side of the traffic circle.
• Contractor has begun planting trees inside of the proposed circle area and will also continue with import fill installation for final grade(s) within the traffic circle.
• The Winward Bay Intersection contains multiple pre-existing utility installations on the northside of the intersection to include water, fiber and natural gas. Locations and depths have been identified

Broadway-Windward Bay Intersection Improvements:

• Contractor has mobilized to the Broadway/Winward Bay Intersection to begin saw-cutting and excavating the turning lane at Winward Bay. Construction began on 3 May 2021. This construction activity entails pavement removal at the nose of each median facing Winward Bay along with curb removal between STA 1+50 and STA 9+50.
• All potential utility conflicts were identified during a site visit with the COP Construction Manager, Teamwork Construction and Kimley-Horn.

Pearland Parkway and Dixie Farm

• Project includes intersection construction of two left turn bays at Pearland Parkway and Oakridge Drive and Dixie Farm Road near Long Oak Drive.
• Turn Bays are complete at Oakridge Drive. Concrete placement(s) for the turn bay at Dixie Farm Road and Long Oak have been delayed due to a utility conflict stemming from a 30” natural gas line that runs directly under the proposed turn bay.
• Seven trees must be relocated in order to meet the requirement set forth by the City that all trees must be 7’ from back-of-curb.
• Enbridge Energy has set aside employees to observe construction activity near the pipeline.

Upcoming Work Items:

• Contractor is continuing to place 7X4 inlet boxes along with RCP at the Traffic Circle
• Contractor is saw-cutting and excavating for lane expansion on the east and west sides of the circle.
• Locations for relocation of all trees that need to be removed and relocated have been identified per instructions for the COP Urban Forrester for all three projects and trees will be moved once ground conditions allow
• Contractor continues with demolition of pre-existing irrigation and drainage for eventual replacement per the plan set in all locations
• Placement of forms, reinforcement and concrete along with doweled in curbs will be underway in all locations as required by schedule
• Placement of conduit for light pole installation continues
• Continue installation of the turn bay at Pearland Parkway and Windward Bay

Recommendation:

• Staff will recommend Council approve the bids and award the contract for Construction to Teamwork Construction Services, Inc and the contract for Construction Materials Testing to GeoScience during the January 25th Council meeting.

Highlights:

• Staff received 90% design documents for internal review and comment
• Discussions with U of H officials uncovered complaints regarding difficulties for traffic exiting the campus to enter the Pearland Parkway lanes. To address the issue, an acceleration lane has been added and staff are working with U of H to relocate their exist driveway.  This combination will allow exiting traffic to safely merge onto Pearland Parkway lanes in advance of the round about lanes or to exit to the McHard by-pass lane. The coordination with U of H to accommodate the campus traffic and include the acceleration lane design will push the schedule for bidding the project.
• Staff is working with the design engineer to extend the proposed 6’ sidewalk on the north and west sides of the roundabout an extra 4’ to achieve a desired 10’ multi-use path.  Increasing the width of the sidewalk aligns with the recently developed multi-model plan and current HGAC funded Clear Creek trail that brings a proposed 10’ sidewalk to the U of H campus from Clear Creek.

February 

Highlights:

• Staff is working with the designer to resolve traffic speed of merging issues and minor ponding/drainage issues and have provided direction for both.
• Staff is working with the City's Urban Forester to determine current and future disposition of existing trees with the goal to relocate rather than simply remove these trees.
• Per the project schedule, Staff received 60% construction documents on December 16, 2019

November 

Please see the highlights below:

• The Design Engineer has completed a limited Phase I Environmental Site Assessment (ESA).
• A Preliminary Drainage Analysis has started and indicates the existing storm sewer system will remain in place with addition of inlets and storm sewer line extensions to accommodate the proposed roundabout layout and design.
• The Roundabout is being designed to provide for a safe and efficient movement of vehicular flow.
• Utility Coordination began to look at the layout geometry of the roads to identify potential conflicts with existing utilities for the proposed improvements. 
• Staff received a 30% plan set on November 7, 2019.
