Tandem Services, LLC was the apparent low responsible bidder with a bid of $2,403,637.90. This bid is approximately 14.2% below the engineer's estimate of $2,81,482.33.
The City's concurrence of award package, which includes the City's and Designer's recommendation of award, contract documents and procedural checklist was submitted to TxDOT in early November. Staff received TxDOT's concurrence of bid results and Authorization to Award on November 28th. Staff plan to present this item for Council consideration and possible award of a contract for construction on the December 17th agenda.
Staff will recommend Council approve the bid and award the construction contract to the Lowest Responsible Bidder, Tandem Services, LLC in the amount of $2,403,637.90 at the December 17, 2018 Council Meeting.

Highlights
- The Design Team submitted 90% plans to the City, BDD4, HCFCD, and TxDOT on July 31, 2018.
- Comments have been received back from HCFCD and TxDOT. The City has returned comments.
- Staff has reviewed the Project Manual for accuracy and returned comments to the engineer on
September 7.
- BDD4 has sent comments to the engineer on September 5.
- BDD4 has asked for the Drainage Easement MOU.
- The easement dedication was approved by Council on September 17.
- BDD4 approved the plans on their September 11 agenda.
- Meritage Homes has started construction in the area. Staff has asked for, but not received their CAD
files to overlay to make sure our alignment is correct and does not encroach on their development.
- After Hurricane Harvey, BDD4 requested the City relocate portions of the trail based on the planned drainage improvements along Clear Creek. Previous plan reviews with BDD4 did not indicate the original location was an issue.
- Per BDD4’s requirements, RPS moved approximately 2,400 LF of the trail to the ultimate ROW.
- To accommodate the requirement, the layout, typical sections, quantities, data sheets, plan and profile sheets, drainage, and cross sections all required revisions.
- Staff has requested their level of effort matrix for the changes and is reviewing it in light of some
lack of early coordination efforts by RPS with BDD4 and HCFCD to determine if any additional
design fees are warranted.
- TxDOT has informed the City that the project will lose federal funding if it we have not received the Federal Project Authorization and Agreement (FPAA) by September 21, 2018. There have been many delays caused by TxDOT resulting in the project coming up against this deadline but we now appear to have TxDOT staff making this a priority to avoid any loss of funds.
- Staff met with TxDOT on Friday, September 14 and began working to meet the FPAA deadline.
- The project team (city staff and engineer) and TxDOT‘s Plan Reviewer, Planner, Project Coordinator, and Project Manager developed a strategy to finish the necessary documentation and reviews.
- As of this writing, it appears that the project will meet the deadline.
- Staff has developed the advertisement and will be posting project beginning the last week of September.

Highlights
- The Design Team submitted 30% plans containing the revised alignment to the City, BD4, and TxDOT on May 10, 2018.
- Staff is reviewing the submission and BD4 has been asked to provide comments by May 25, 2018.
- TxDOT agreed to allow the project to skip the 60% plan review and move directly to 90%.
- The Design Team has been instructed to continue to work on the 90% submission during the 30% review process.
- The 90% submission is expected by June 20, 2018.
- The team is attempting to recover some of the schedule that was lost due to delayed approvals by TxDOT and the requirement by BDD4 to move the trail to the back of the easement. Moving the trail triggered not only a redesign of the trail, but also of the pedestrian bridge because of the increased span.
- The Riverstone Ranch developer is required under the recently amended Planned Development to provide a 30’ trail easement along the developer’s property and pay for their share of the trail. We have received the funds for the trail.
- The metes and bounds to convey the easement by separate instrument is being developed because the developer is not planning to plat that property at this time.

- As a result of the late DCC, TxDOT has agreed to expedite the review of the plan submittals and agreed to go from the 30% review to the 90% review in an effort to accelerate the design
