Highlights:

• Storm sewer inlets have been reconstructed and connected to existing storm system at Plum Street on Briar Circle, Linwood Oaks and Yupon Circle.
• Storm sewer inlets have been replaced on Orange Circle North and Orange Circle South.
• Water lines have been replaced and connected on Orange Circle North and Orange Circle South.
• Street paving on Briar Circle has been completed.
• The inner portion of paving has been replaced on West Linwood Oaks and East Linwood Oaks.
• The Eastern portion of Linwood Oaks paving has been replaced.
• The inner portion of paving has been removed, paving subbase has been installed and compacted and is currently being formed to be poured at Orange Circle North and South.

Upcoming Work Items:

• Completion of paving at Linwood Oaks, Yupon Circle and Orange Street North and South.
• Existing yards drains to be reconnected and formed into curbs.
• Curbs to be formed and poured on Briar Circle, Linwood Oaks and Orange Street North and South.
• Curbs to be backfilled and residents' yards to be graded to meet top of curbs.

Highlights:

• On April 8th ARKK Engineers submitted a 90% plan set (both areas) for Staff review.
• Staff held a progress meeting with the Engineer on April 29, 2020 to review the current submittal and discuss the project schedule for advertising.
• Staff have determined that the section of existing transite pipe water main feeding Orange Circle will also be replaced. This is approximately 600 feet from Orange Street to just south of Orange Circle South. The removal of the water line and the installation of a new waterline and improvements will be made in the Mykawa Rd Reconstruction project.

Upcoming Work Items:

• Closed-circuit televising of the Orange Circle storm system (CCTV) was partially completed with City Staff (Public Works) to ensure the existing storm sewer system, outside the project limits, has adequate useful life remaining and does not need to be replaced. Obstructions in the line, appearing to be concrete debris, halted public works investigation and the CCTV equipment is currently out of service. The area where the obstruction was located is under Orange Circle and is already planned for replacement in the current design.
• Staff requested the engineer enlist the services of a third party to complete the CCTV. The proposal as submitted was acceptable and the work will be completed upon issuance of the contract amendment in the next week. The remainder of the storm sewer lines to be investigated are in side lot/backyard easements and depending on the results of the investigation the storm lines may be added to the project or may be done under separate contract, through Public Works, via trenchless methods, utilizing cured in place pipe.
• A public meeting was planned to be held in April 2020 to inform the residents of upcoming work to be performed and discuss traffic control, phasing, and construction schedule. However, due to current social distancing restrictions, staff will inform the public via an informational mail out that will contain a Frequently Asked Questions (FAQ) document as well as pertinent design pages to illustrate the planned construction. The project is a rehabilitation of aging infrastructure and does not contain any elements that substantially change the current layout. The mailing will be informational in nature and notification of the impending planned start of the project.
• A plan submittal that addresses comments from the 90% plan review will be submitted the last week of May, followed by a Technical Review Committee (TRC) review meeting the second week in June.
• Bidding will commence in mid-June followed by a bid opening in early July. Construction award is expected to go before Council at the first August meeting.

March

Highlights:

• On February 3rd ARKK Engineers submitted a 60% plan set (both areas) for Staff review, comments were returned to the Engineer February 18th.
• Staff held a progress meeting with the Engineer on February 13, 2020 to review the current submittal and discuss the project schedule.
• The 60% plans for both areas were submitted to all utilities to identify any existing conflicts before construction start. The Engineer will incorporate notifications to Utility companies on any conflicts.
• Previous Engineer/Staff discussions contemplated revising the existing drainage to outfall to Mykawa. After televising the current outfall to Orange Street that alternative was abandoned in favor of retaining the existing system.  This improves the Mykawa collection system hydraulics at the Orange Street Mykawa bridge leading to Town Ditch.  This will expedite the design schedule; making it possible to advertise for bids in April 2020.
• Staff have determined that the section of existing transite pipe water main feeding Orange Circle will also be replaced with PVC pipe. This is approximately 600 feet beginning just south of Orange Circle South to Orange Street.
• Water lines on Briar Circle, Linwood Oaks and Yupon Circle were replaced several years ago with PVC lines and will remain in place.
• Drainage improvements are being designed to be constructed with the street replacements.

Upcoming Work Items:

•  Closed-circuit television (CCTV) has been scheduled with City Staff (Public Works) to ensure the existing storm sewer system has adequate useful life remaining to not be replaced along Orange Circle.
• The final submittal will be complete in March, followed by a TRC review meeting.
• By April 7th Staff will hold a public meeting to inform the residents of upcoming work to be performed by the City and obtain any comments/concerns that the residents may have, discuss traffic control, phasing, and construction schedule. Any substantiated comments will be reviewed and incorporated in the project plans.

December 2019

• Highlights
  • The Engineer completed the survey for the project in October.  Survey was performed using a combination of strategies for dealing with occupied lots. Boots on the ground was used in public areas and aerial drone surveying was used for backyard and backlot topographic work.
  • Staff held a progress meeting with the Engineer on October 17, 2019 to review the current status and ensure progress of the project.
  • In October, the 30% plan set was submitted for review. Comments were returned to the Engineer on November 4th.
  • The Orange Circle portion of this project is one of four projects in the immediate area that outfall to the Mykawa roadside ditch between Orange Street and Cherry Street, which Brazoria Drainage District No. 4
    • BDD4 will soon convert to an underground box culvert. The box culvert sizing is being coordinated with the Orange Circle Street reconstruction project, the Mykawa Road project, the Willowcrest Drainage Improvements, and Mimosa Acres Drainage Improvement projects.
  • Due to the time taken to coordinate all five projects with BDD4 to ensure all collectively work together and meet the drainage criteria the design has not advanced as quickly as planned.
• Upcoming Work Items
  • City to follow-up and provide information and addresses of residents on Plum Street with yard flooding history
  • City Staff (Public Works) will televise storm sewer along Orange Circle to ensure no adverse effects if storm is relocated to ROW.
  • The 60% plan submittal will be complete in January, followed by a review meeting.
  • Staff is preparing to have public meetings with the neighborhoods to discuss and receive feedback on the scope of work, traffic control, phasing, and schedule. Timing to be determined based on design progress.
