About. The Multi-Modal Master Plan (MMMP) encompasses the Trails Master Plan, Sidewalk Gap Analysis, and Parks Master Plan. In its entirety, the MMMP aims to provide the means to identify modes of transportation in a comprehensive plan to plan for land and right of way acquisition, identify future Capital Improvement Projects, and develop strategies to implement new policies and procedures.

The Trails Master Plan and Sidewalk Gap Analysis address future and existing needs for the City's trails, sidewalks, bicycle and way-finding needs. Similarly, Pearland's Parks Master Plan aims to meet the needs of current and future residents by building on the Pearland's parks and recreation and assets, while identifying new opportunities. 

Scope.  The project is broken down into multiple phases and finalizes with implementation and final documentation/adoption.

Phase I: Project Initiation and Background - This phase serves primarily for gathering data and analyzing baseline community conditions in preparation for public outreach.

Phase II: Public Outreach - This phase consists of meetings with stakeholder City departments, visioning meetings, and follow-up meetings

Phase III: Multi-Modal Active Transportation Master Plan - This phase includes corridor, neighborhood, regulatory, connectivity and pedestrian level of service analysis and concludes with a conceptual development plan for the City.

Phase IV: Parks, Recreation and Open Space Master Plan (PMP) - PMP phase services will take in consideration current trends across the country and benchmark those among the requests made by residents. The design consultant will create inventory, provide assessments and audits of existing parks and rec facilities, programmings and operations.

Phase V: Implementation Program - Make recommendations for land acquisition, a Capital Improvements Program, and prioritize physical improvements

Phase VI: Final Master Plan Document

Note, there is no bidding or construction for this project. Phase VI of the project will involve finailization and adoption of the Parks Master Plan.
