In preparation of the upcoming City of Pearland Request for Qualifications for the new surface water treatment and distribution program, the City is releasing this announcement to help advertise the solicitation and help the industry align to the upcoming Request for Qualifications packages.
The City of Pearland will be building a new surface water plant along the American Canal on the west side of State Hwy. 288 in Pearland, Texas. The 20-MGD plant will be built in phases, with an expected 10 MGD train online by the year 2022. Approximately 60,000 lf of pipelines will connect this new surface water supply to the existing Pearland system. To facilitate planning, design, and construction of the surface water infrastructure and transmission mains, the City is expecting to hire three engineering teams to support the Program.
- Package 1: Intake, Raw Water Storage, and Low Lift Pump Station
- Package 2: Pilot Plant, Process Engineering, and Treatment Plant
- Package 3: Ground Storage Tanks, High Service Pump Station and Transmission Lines
For the program, the City will issue one RFQ and the respective teams can submit on any of the three packages. As a rule, the following rules will apply to the RFQ:
1. The project will be funded though the TWDB DWSRF. Accordingly, all TWDB procurement practices will be strictly followed including the Disadvantaged Business Enterprise (DBE) Program. MBE and WBE goals for professional services are set for this project at 10.84% and 5.72% respectively. Please see the TWDB website for additional details. Additional specific information will be provided in the RFQ.
2. Any firm submitting as Prime on any one package may not submit as a subconsultant on the same package
3. A prime may submit as a prime on multiple packages. Subconsultants to each package may be different.
4. There is no limitation on the number of team subconsultants may be on per package
5. For each team, expected percentage involvement of each team member will be required to be submitted.
6. Weight of selection will consider potential role of any team members on the other two packages. It is the desire of Pearland to maximize opportunity for qualified firms and it will be an exception for any firm being awarded a Prime role on one package to be a subconsultant on one of the other packages. In order of discussion, Package 2 will be determined first, then Package 3, then Package 1.
The RFQ release date is early October with a four week turnaround. Shortlisting for Interviews to a maximum of three teams per Package with interviews to follow approximately 3-4 weeks after the announcement of shortlist.
