The Support Services Division is commanded by Captain Ornaldo Ybarra.
The Support Services Division includes Records, Dispatch, Jail and Animal Services Divisions.
Captain Ornaldo Ybarra began his career in law enforcement with the Pearland Police Department in 2005. He has worked in the Patrol, SRO, Professional Standards, Administrative Services and Special Operations divisions and was a member of the SWAT and Honor Guard units for three years. He was promoted to Captain in 2020. Captain Ybarra is a certified Master Peace Officer, holds a Bachelor of Science degree in Political Science from the University of Houston, and a Master of Public Administration degree from Sam Houston State University. Captain Ybarra is a graduate of the Bill Blackwood Law Enforcement Management Institute of Texas' Leadership Command College class #80 and has attended the University of Virginia's LEAD program through the Weldon Cooper Center for Public Service.

Records
The Records Division is under the supervision of Sabrina Olea. This unit provides a number of services for the department Monday-Friday 7 a.m. to 7 p.m. and is charged with the processing of all documents produced and collected by the department. Additionally, the division is the primary voice of the department as it receives and routes all incoming calls.
*The Records Division does not accept cash as a form of payment. Acceptable methods of payment include credit cards, personal checks, cashier’s checks, or money orders.
Dispatch
The Dispatch Center is under the supervision of Stephanie Galvan. This unit is the lifeline for officers on the streets. Telecommunications Operators receive all citizen calls for service in the city and surrounding areas. TCOs dispatch officers to their calls and receive the officer's self-initiated activities and requests for information. The Dispatch Center is in operations 24 hours a day, 7 days a week, 365 days a year.
Jail
The Jail Division is under the supervision of Lieutenant Jeff Jernigan. This unit houses all persons arrested for major and minor offenses in the City of Pearland. Jail staff are responsible for the intake, processing, care and release of all prisoners in accordance with State guidelines. As with the Dispatch Center, the Jail is in operations 24 hours a day, 7 days a week, 365 days a year.
Animal Services
The Pearland Animal Shelter and Animal Services Division is under the supervision of John Fischer. This unit is responsible for the care of stray, abandoned or quarantined animals in the city and offers a variety of services to residents. Animal services provides support to residents and their pets during times of disaster and also provides pet adoption services for local pets.
