What does OpenCounter do?

OpenCounter allows users to independently research the development process 24 hours a day, 365 days a year. By entering information about the project, OpenCounter will confirm if the proposed use is allowed in the current zoning district, generate estimates for permit fees, and provide a summary of requirements based on the scope of work provided.

OpenCounter is for anyone looking to build in the City of Pearland. From business owner's looking to grow or get started with a new shop, to homeowner's researching a swimming pool or adding on to their existing home. OpenCounter is a great resource for projects big and small. 

How does OpenCounter work?

OpenCounter will ask you a variety of questions about your proposed project. Using your responses, a summary of requirements and fees is generated.

Why does OpenCounter matter?

Fostering a transparent and understandable development process is priority of staff and elected officials in the City of Pearland. OpenCounter is just one of several ways we work to make that priority a reality. Originally launched to help small businesses get started, we quickly realized that OpenCounter is a valuable resource for not only commercial projects, but residential too. Since its implementation in June of 2021 OpenCounter has assisted over 10,000 people researching a wide range of development projects. OpenCounter also allows staff to monitor development trends and create submittal resources specific to our communities needs.
