Streets are part of the drainage system on a curb and gutter street.  The street acts as an “over flow” when the culvert pipes are full.  It will drain naturally.

Open bar ditches are part of our drainage system. Consider it a "mini" detention.  They are designed to hold water until the creek levels will allow them to drain off.
