In accordance with federal regulations, applicants shall provide evidence of the right to occupy a specific service address. Applications received with required documents and deposits by or before 4 p.m. Monday through Friday (excluding weekends and holidays), will have water service started the next business day by 5:30 p.m.

Applications received with required documents and deposits after 4 p.m. Monday through Friday (excluding weekends and holidays), will have service started within two business days by 5:30 p.m. (Example: Applications received on Friday after 4 p.m. through Sunday will have service started on Tuesday by 5:30 p.m.)

Additional Garbage Agreement

Residential properties are expected to have two 96-gallon carts, one black cart for domestic trash and one green cart with a yellow lid for recycling. Additional carts left from previous tenants/owners/landlords will result in transfer of additional fees to your water account.

If you fail to notify the City you do not wish to keep any additional carts at your address, the additional monthly fee will be automatically added to the account, if the previous account at the address listed on the application had additional cart(s).

Chapter 30, Article V, Cross-Connection Control and Prevention

Backflow Devices: The City of Pearland is responsible for protecting the drinking water supply from contamination or pollution
which could result from improper private distribution system construction or configuration. This serves as a notice to the customer of the restrictions in place to provide this protection. The City enforces these restrictions to ensure public health and
welfare. Your acceptance of water services acknowledges that the City may do annual backflow inspections to any new or
existing devices. If the customer fails to comply with the terms of the backflow requirements, the City will either terminate service, properly install, test and/or maintain an appropriate backflow prevention device at the service connection. Any expenses incurred by the City to enforce Chapter 30, Article V, Section 30-126 shall be billed to the customer.

Connection to Water

I understand the City will begin water service by making a physical connection from the meter to the outside of the location. I understand the City will not have access to personal property and will not determine if there are any open faucets or water system leaks on or in the property.

Payment Due and Disconnection for Nonpayment

All bills for utility services furnished by the City shall be due no later than the twenty-fourth (24th) calendar day after the bill date; except for when twenty-fourth (24th) calendar day coincides with a City holiday or weekend, the bill for utility services shall be due on the first (1st) business day following the twenty-fourth (24th) calendar day.

In the event a utility customer fails to make payment for services within fifteen (15) days following a delinquent notice; a payment extension date has passed without full payment; or no termination hearing has been scheduled, the City may disconnect and discontinue all utility services furnished to the customer. In the event full payment, including applicable fee(s), within seven (7) days after disconnection of services, the account shall be final with applicable deposit applied.

Red Flag Policy and Identity Theft

In attempting to prevent identity theft, the City requires all applicants to provide a government-issued photo identification, the last four digits of the applicant's and associated customer's driver's license and social security number or tax identification number or similar documentation to establish utility services. Additional documentation may be required.

Rates and Billing

Annually, the City evaluates the cost associated with providing quality and reliable water to Pearland residents. Factors taken into rate consideration are production, treatment, and infrastructure. City bills monthly for utility service. Water and sewer/wastewater are billed based on meter size and consumption. Garbage is a flat monthly rate.

Residential Wastewater Billing

Residential Wastewater Billing for Existing Customers
  1. Monthly metered water usage used for water billing, or
  2. Winter Quarter Average (WQA), which is the average consumption of the months of December, January, and February, which are typically billed in Jan, Feb, Mar, not to exceed 12,000 gallons. The WQA will be adjusted each April or May.
Residential Wastewater Billing for New Customers

Monthly volumetric billing amount (gallons) to be based on the customer's monthly metered water usage used for water billing, not to exceed 12,000 gallons until a WQA can be established.

Undetermined Disbursement of Fund

Receipt of payment(s) should designate the account number and service address. Should the payment not designate the account to which funds should be applied, the City will either return the payment(s) if in receipt of a paper payment, if not the City will hold said payment(s) until identified by appropriate customer, and all associated fees will be applicable.

Temporary Interruption of Service and Restricting Use

The City reserves the right to cut off any utility service without notice in case of emergencies. When an interruption in service is necessary for the maintenance and improvement of the utility system, affected customers will be notified as circumstances permit. The City hereby reserves the right to at any time restrict or prevent the use of any utility service furnished by the City during periods of emergency or circumstances demanding such restriction or prevention of use.
